The Competent authority i.e. Principal / Correspondent of the Vidyalaya, may refuse or revoke leave of any kind.
The competent authority cannot alter the following kinds of leave
Casual Leave
Compensatory Leave or Special Casual Leave
Maternity Leave
Earned Leave
Leave not Due
Leave of one kind taken earlier may be converted into a leave of a different kind at a later date at the request of employee
and at the discretion of the competent authority.
After the expiry of leave over stay shall be treated as willful absence and shall render
an employee liable for disciplinary action and loss of pay.
Except under exceptional & unforeseen circumstances, no employee will be permitted to proceed on
leave without previous sanction of the competent authority.
Declared holidays may be combined with casual leave, but long vocational and festival winter or autumn breaks may be allowed
only to be prefixed or suffixed under unavoidable circumstances in exceptional cases, only by the competent authority.
An employee seeking leave on medical grounds shall produce Medical Certificate from the Medical Ofiicer / Superitendent of Govt Hospital
or from a Registered Medical Practitioner registered in ‘Class A’ category or from a Vidyalaya Medical Officer associated with the Vidyalaya
for medical checkup of the students.
After recovery such an employee shall be permitted to join duty on production of a medical Certificate of fitness.
A probationer and a part timer shall be allowed to avail a one day casual leave after each month of completed service in the vidyalaya.
Casual Leave:
CL is not earned and not accumulated. Maximum limit is 12 days in an academic year.
Only for a confirmed employee, when contingency demands, maximum availing time at a stretch may be granted for 5 days,
at the discretion of the competent authority.
Sundays and holidays falling within the period of CL shall not be counted towards CL
but total period should not be more than 8 days at a stretch.
An employee will be eligible for leave salary equivalent to full pay during the CL period.
Earned Leave:
EL is applicable only for non-vacational staff. It is earned at a uniform rate of 15 days on 1st of January and 1st of July every year .
It can be accumulated upto 240 days.
Maximum EL at a time may be allowed upto 30 days by the competent authority.
The BoM may permit the staff to surrender EL to the credit of their EL account to the extent of 60 days or 50% of leave at credit,
whichever is less and encash the same once in 03 years. The pay admissible shall only be basic pay.
Vacation Leave:
Vacation can be combined with CL under unavoidable circumstances.
If any year, a teacher is required to work during vacation, she/he shall be entitled to EL.
Calculated at the 03 days EL for every 05 days or part thereof worked during vacation.
The teacher can encash such leave at her/his option.
The non-availing of vacation should be due to general or special order of the competent authority.
Compensatory Leave (Com.L) / Special Casual Leave:
Com. L is earned by working during holidays and short breaks.
Rate of earning is based on the number of days and the output of the work determined by competent authority.
It can only be availed only after obtaining prior approval and can be combined with regular leave or vacation leave.
If no Com. L is due, special casual leave may be granted.
Maternity Leave
ML is admissible only to female employees.
This leave is earned; maximum availing time is confinement period upto the end of 03 months (90 days)
or upto the end of 6 weeks (42 days) from the date of confinement (certified by a medical authority).
For miscarriage or abortion, confinement period is upto 6 weeks or 42 days against medical certificate.
During the entire service period, ML is admissible only twice.
Leave not Due ( LND ) or Leave on loss of pay:
Any leave not mentioned in leave rules can be termed as LND.
LND can only be availed with due permission of competent authority.
At a time, leave upto 90 days may be granted on production of due medical certificate.
No salary is payable for this type of leave and date of increment is postponed to the extent of the number of leave days availed.
BoM is ultimate sanctioning authority for LND.
Staff Definition
Non Vacation staff:
The following staff of the vidyalaya shall be treated as non-vacation staff:
Principal
Office Staff
Accountant
Security Guards
Watchman
Gardener
Class - IV employees other than Lab assistants
Any other member not on teaching job
BoM has power to enlarge the list based on merits of individual post.
Vacation staff:
All teachers of the vidyalaya shall be treated as belonging to the vacation staff including the Lab Assistant,
Supervisors, Vice Principals & Librarian.
